FIRST DISTRICT COURT OF APPEAL

STATE OF FLORIDA

MEGHAN D. BICKEL, Appellant, v. No. 1D2025-2070

STATE OF FLORIDA DEPARTMENT

OF FINANCIAL SERVICES, et al., Appellees.

On appeal from the Department of Financial Services. Tanya Cooper, Deputy Chief Financial Officer. September 30, 2026

PER CURIAM.

AFFIRMED.

OSTERHAUS, C.J., and ROWE, J., concur; BILBREY, J., concurs with opinion.

Not final until disposition of any timely and authorized motion under Fla. R. App. P. 9.330 or 9.331.

BILBREY, J., concurring.

Megan D. Bickel appeals the final administrative order of the Department of Financial Services that adopted the Department hearing officer's recommended order upholding the Department's denial of Appellant's Petition for Waiver of a statutory provision. The Department's denial of Appellant's Petition was based on its finding it was not authorized to grant waivers from statutory requirements under section 120.542, Florida Statutes (2025). Because Appellant fails to demonstrate any ground for this court to set aside the Department's Final Order under section 120.68(7), Florida Statues, we are correct to affirm the final agency action. See § 120.68(8), Fla. Stat.

Meghan D. Bickel, pro se, Appellant.

Marshawn Michael Griffin, Chief Legal Counsel, Department of Financial Services, Tallahassee, for Appellees.
