relief "on the merits" will preclude the litigant from raising the same issue again); Coleman v. Inch, 329 So. 3d 263, 264 (Fla. 1st DCA 2021) (applying Topps in denying a petition for writ of certiorari on the merits to establish a preclusive effect). Petition denied.
